This millennial city is exceptional and reflects the deep attachment of Romanian elites to French culture since the 18th century. From Cioran to Brâncuși, from Ionesco to the founding cultural agreements of 1924, our nations have built a fertile dialogue that now flourishes fully within the European Union.
Your career, crowned by five years of doctoral studies at ENSICA Toulouse—an institution that has trained scientific elites from around the world for more than a century—perfectly exemplifies the academic excellence and openness that our city promotes.
With more than 500 technology-transfer contracts between aerospace research and civilian sectors (health, environment, mobility), and as the initiator of innovative tools and strategies such as the DRL–TRL framework, Paun Tech-Transfer and Innovation Agilization Protocol, and the Mangrove Value Chain Distribution diagnostics, you have significantly contributed to the growth of collaborative innovation in Europe and particularly in Toulouse.
As an expert and operational coach, you have shared best practices since 2007 through the Agile Demo-Tech-Thinkingmethod, while leading trainings and consulting missions that have had a substantial impact on large enterprises, SMEs/start-ups, research laboratories, and local authorities. Your dual expertise as an aerospace engineer (Politehnica Bucharest, École Polytechnique Palaiseau, ISAE) and as an innovation economist (Doctoral School, Université du Littoral Côte d’Opale), enriched with an Executive Certificate from MIT Sloan, makes you a privileged interlocutor for accelerating the creation of shared value.
As founder of the deeptech company Xvaluator (2015), whose Qualificative AI (QuAI) typology, patented in 2019, complements the theories of Condorcet and Arrow, you have opened the path toward reducing the ecological footprint of AI and strengthening digital trust. More than 50% of French SMEs that accessed EIC funding over the past five years have benefited from your guidance, demonstrating your central role in the innovation ecosystem.
As the initiator of the European Summit in Paris in 2002, which honors individuals inspiring attachment to France within the scientific and technological diaspora and encourages collaboration based on Human Rights values, you are recognized as one of the most respected and inspiring experts of the Franco-Romanian diaspora. With over 50 publications, around a dozen patents, and more than 500 citations, and building on your experience since 1986 with Romania’s under-18 Olympic Physics Team, you remain a reliable partner who motivates new generations to engage in innovation across Europe.
A Chevalier of the National Order of Merit for your work extending the theories of Nobel laureates Stiglitz and Sen, and for enriching the Open Innovation tools of Chesbrough and NASA, you demonstrate how agility and the hybridization of Tech-Push / Market-Pull approaches are essential for the reindustrialization of our territories.
This distinction as an Honorary Citizen of Alba Iulia symbolizes not only recognition of your commitment and achievements but also the deep friendship that unites our two cities and countries. I hope this new title will further strengthen Franco-Romanian cooperation in research and innovation.
